After watching a couple of old episodes of BSG this weekend --and for a whole host of reasons I don't want to get into because Noz is catching up-- I've come to the conclusion that Zarek is it.

www.io9.com has a huge bunch of spoilers for the season listed today. The next 11 days drag.

Also, I don't think Starbuck is really Starbuck. See the episode from the first season where the cylons steal Kara's ovary.

Heh. I'd be pretty amused if the original Apollo turns out to be a cylon.
You may be on the right track with the Starbuck thing.

All of this has happened before. And will happen again.

RDM left these clues in the show
1.) All four have a "T" in their names.
Tory Foster, Galen Tyrol, Saul Tigh, Samuel T. Anders.
Two last names begin with a T. Anders's middle name apparently begins with a T. One first name begins with a T. Tom Zarek would balance this out with Two Firsts, two Lasts and one Middle.
2.)RDM stated that the fifth cylon would be a recurring character that first appeared in season one. Battlestarwiki lists Zarek as neither a main character nor a supporting character but a recurring character. He first appeared in Season One's "Bastile Day".
3.)Tom Zarek is not present in the "Last Supper Photo".
4.)The other four cylons are always uncomfortable with the mantle of leadership, do not hold it, and actively seek to avoid it when it is thrust upon them. They do prefer to be a voice of influence near a position of power.
Anders is Starbuck's husband. She holds a position of power because of her "special destiny" and presumed knowledge of the path to Earth. Even as the leader of the resistance cell on Caprica, he attempted to get Starbuck to assume control of the cell due to his lack of experience in military tactics.
Tory Foster was Roslin's right hand man and was instrumental in the attempt conceal Baltar's hanging chads. (i.e. rig the election in Roslin's favor)
Colonel Tigh was secons in command of the Galactica and was very vocal about his unwillingness to assume command in Adama's absence.
Tyrol was leader of the deckhands that kept the vipers and Raptors flying. He obviously engaged in an argumement with the Admiral in order to get demoted and apparently continued to faithfully fulfill his duties as a Specialist.
I could speak at length about Tom Zarek in this regard. The short version is that he sought reformation of Colonial Society as a "freedom fighter" but in the fleet always seemed to be gunning for number two. He was the voice in the ear of Baltar, Adama, and to some extent Roslin. With the latter he willingly accepted the agreement that allowed Roslin to return to the presidency, but leaving him as veep.
The only problem is that Tom Zarek was in the fleet when D'Anna stated that there were only four of the final five cylons in the fleet. However, D'Anna did tease Roslin by telling he that she was a cylon and, always the crafty one, may have simply lied in order to maintain a measure of leverage with Roslin and Adama. Of course Baltar seemed to hear the music in the nebula and was on the basestar with D'Anna when she made her aforementioned statement, but he is a main character that also appeared in the photo. Furthermore, he actively sought the presidency and does not have T as an initial in any of his names.
Apart from Baltar, no other living or dead character makes any sense.
